What should I ask before buying a prepaid plan?
Get five points in writing before buying: validity and expiry terms; the effective price per session; how unused sessions or balance are calculated; the cancellation and refund method and timing; and transfer or suspension terms.
Judicial Interpretation Fa Shi [2025] No. 4, effective May 1, 2025, provides a seven-day right to request return of prepaid principal, subject to the Article 14 exception for customers who have already used the same goods or services. Blanket no-refund clauses are invalid (Article 9). A move causing substantial inconvenience may justify termination (Article 13), while an unlimited-use time-based plan is refunded in proportion to its remaining term (Article 22). Keep your contract and payment records; take disputes to the market regulator.
